VIA FACSIMILE October 12, 2000 Paul Cooksey Senate Committee on Small Business 428A Russell Senate Office Building Washington, DC 20510 Dear Mr. Cooksey: Thank you for your inquiry regarding the potential number of small businesses that would be affected by H.R. 5164, the Transportation Recall Enhancement, Accountability, and Documentation Act. We have researched the issue and have determined that a significant number of small businesses would be affected by the provisions in this Act. In fact, because motor vehicle equipment manufacturers are included in the requirements of the Act, the number of small businesses increases dramatically. The Office of Advocacy estimates that over 10,500 small businesses would fall into the categories listed below. We have checked these SIC (Standard Industrial Classification) codes against the Small Business Administration's size standards and subtracted nearly all of the large businesses out of the universe of firms in the following manufacturing industries: Motor Vehicles & Equipment SIC code 3710 4,154 small businesses Motor Vehicles & Passenger SIC code 3711 3,676 small businesses Car Bodies Motor Vehicle Parts & Accessories SIC code 3714 2,745 small businesses Tires & Inner Tubes SIC code 3010 94 small businesses The SBA size standard for nearly all of these industries is less than 1,000 employees. If you need any additional information, please do not hesitate to contact Claudia Rayford Rodgers, of my staff. She can be reached at 202-205-6804 or by e-mail: claudia.rayford@sba.gov.
